Union City Is One of the Most Diverse Cities in the East Bay
Over half of all residents are Asian, and nearly half were born outside the United States. ABA therapy should reflect that.
Most Union City Families Qualify for Regional Center — and Don't Know It
The Regional Center of the East Bay (RCEB) is a California-funded program that provides ABA therapy and other developmental services to eligible families at little or no cost. If your child has an autism diagnosis and you live in Alameda County — including Union City — you may be eligible right now. SoPo is an approved RCEB vendor, which means once RCEB authorizes services, your family can choose SoPo as your provider.
Union City is one of the most diverse cities in the East Bay. More than half of all residents are Asian, and nearly half were born outside the United States. Many families here are unaware of RCEB — or have heard of it but found the application process confusing to navigate. That is exactly the gap SoPo exists to help close.
Whether your family speaks Cantonese, Vietnamese, or English at home, you deserve access to services in the language that feels most natural. And you deserve a provider who can walk alongside you through the RCEB process from the very beginning.
What RCEB Covers
RCEB can fund ABA therapy, behavior intervention, early intervention for children under 3, respite care, case management, and more — for children and adults with qualifying developmental disabilities including autism.
What It Costs Your Family
RCEB services are provided at no cost to most families. There is no private pay requirement. Your child's ABA therapy through an approved RCEB vendor like SoPo is fully funded through the program.
Who Qualifies
Any child or adult in Alameda County with autism, intellectual disability, cerebral palsy, or epilepsy may qualify. Infants and toddlers under 3 with developmental delays can apply even without a formal diagnosis.
How the RCEB Process Works — Step by Step
We know the RCEB process can feel like a lot of unfamiliar steps. Here is what the pathway actually looks like, from first contact to your child's first session — and where SoPo comes in.
Apply to RCEB
Contact RCEB directly to start the intake process. For children under 3, call the Early Start intake line. For children 3 and older, contact the general intake coordinator. There is no citizenship requirement and services are available regardless of immigration status.
Under 3: (510) 618-6195 | Age 3+: (510) 618-6122Complete the Eligibility Assessment
RCEB will conduct an assessment to determine whether your child qualifies for services. For children under 3, this process typically takes up to 45 days. For older children and adults, it can take up to 120 days. SoPo can help you understand what to expect during this stage.
Timeline: 45–120 days depending on ageGet Authorized for ABA Services
Once RCEB determines your child is eligible, a case manager is assigned and a service plan is developed. ABA therapy is included as a covered service for eligible children with autism. Your case manager will issue a Purchase of Service (POS) authorization for ABA.

You have the right to choose your ABA provider. Tell your RCEB case manager you would like to work with Social Potential ABA. Once your POS is issued with SoPo as your vendor, we schedule your intake assessment and get started — with sessions in your home, in your community, and in the language your family speaks.
We guide you through the authorization processBegin Therapy — With Your Family Involved
Sessions are BCBA-direct and caregiver-led. You are not a bystander — you learn alongside your child so the strategies that work in therapy carry into everyday life at home and in the community. Tiffany Nguyen, Owner and Lead BCBA, oversees every case to ensure clinical quality from day one.
Home-based, multilingual, family-centeredAn Approved RCEB Provider Built for Union City Families
Being an approved RCEB vendor matters — but so does the quality of care your family receives. Here is what sets SoPo apart from other providers who accept RCEB funding.
BCBA-Direct Sessions
Every session is led by a qualified behavior analyst — not a behavior technician. For RCEB-funded families, this means your child receives expert-level clinical support at every visit, not just during supervisor check-ins.
Caregiver-Led Approach
You are an active part of every session. We coach caregivers on the strategies that work for their child so progress extends beyond therapy hours — into daily routines, mealtimes, community outings, and everything in between.
Services in English, Cantonese, and Vietnamese
Over half of Union City residents are Asian, and more than one in three speak an Asian language at home. We serve families in English, Cantonese, and Vietnamese — fully, with cultural understanding, not just word-for-word translation.
Individualized Treatment Plans
No cookie-cutter programs. Every treatment plan is built around your child's strengths, your family's priorities, and the goals that matter most in your household — not a standardized checklist designed for the average child.
